Stage 2
Ideally played from strong openers around Briar and Sion. Slam items on Briar to carry, but don't forget to unlock LeBlanc via Sion.
Stage 3
Level to 6 and play 5 Noxus when available. If you ever upgrade Draven or LeBlanc, swap items and play around their class trait (Quickstriker/Invoker).
Stage 4
Level to 8 and roll for Ambessa 2, Swain 2, and other Noxus units. Mel's Radiant Item quest usually takes 1.5 - 2 stages to hit so get her online ASAP.
