You rarely will have best in slot items so slam aggressively and figure it out once you get to level 9. Xerath is the best Shurima to unlock first but don't aggressively sacrifice rounds for it. 9th/10th unit is 3rd Shurima > Sera > Ornn > Shyvana.

Ideally have winstreak opener with resource generation: Ionia, Bilgewater, or Ixtal. Prioritize unlocking Kennen and Poppy early.
Stage 4
Be willing to roll some on level 8 to stabilize. Unlock Sett with solo frontline. If bleeding too much, delay level 9 and roll for temp carries like Seraphine, Yunara, Liss, etc.
Stage 5
Get to level 9 and unlock Ryze. Keep at least 3 traits for Ryze to gain power, but you can flex in other regions too. Cap with Azir 2 + Shurima.
