Best with Arbiters that can print Leona so you can push levels and play a standard LeBlanc tempo board. Max cap would be permanent Max HP since her ability scales with max HP and AD. Vex 2 / Bard 2 can replace backline Arbiters end game (especially if Leona print is your Arbiter since its irrelevant late game).

Stage 2
If you have Arbiter that can print Leonas, push levels and aim for a winstreak. If no free Leona Arbiter, don't level early at all and econ up.
Stage 3
If you have print Leona Arbiter, level on standard intervals (6 @ 3-2, 7 @ 3-5 if winstreaking). If not, then slow roll for Leona 3. Aim for 4 Vanguard and 3 Shepherd.
Stage 4
Look for Leblanc as your duo carry with items. 6 Vanguard is good but only fits on 9 or if you have emblem.
